Rose came into being at an unspecified point in the past, the result of M. Bison's attempts to master the evil energy known as Psycho Power. In order to hone his telekinesis, Bison chose to discard what he viewed as the 'weak' parts of his soul. These fragments later reformed into Rose, the physical embodiment of Bison's 'good' half. Rose's first chronological appearance occurs in Street Fighter Alpha, as she searches the world for Bison in order to eradicate his evil power. At the end of the game, Rose engages Bison in combat and seemingly kills him. Some time later, Rose consults her tarot cards and learns that Bison survived the attack.
